Yes...rebuild time.
*unless you didn't do the compression test correctly and the tester malfunctioned giving you a false reading.
Take the plugs out and listen to the sounds when you roll it over..if it goes "woosh'woosh,woosh"..evenly and strongly then you may have done the test incorrectly.
