VA Repair Frame Rust?

Sorry for the fuzzy photo and dizzy video. I was looking under my FC and noticed a bulge on the driver side frame, about under the seat area. I used a blade to probe the area and found rust. I opened up the top layer, so it might look worse than it is (I hope). Its about 2" that I can see. Is this, or can this be an easy fix? Grind down the area and see the extent? Can it be cut out and a repair welded in?

When I did rust repair on my 240z, I cut the rusted part off and welded a fresh piece. Apply por 15 then undercoat. Never try hiding it or filling with something, the rust will get worse.
