Make sure there aren't any bubbles in the cooling system. It must be totally full to prevent the buzzer from sounding.
The way I like to bleed them is to fill up the system, then squeeze and release the upper rad hose while I use my hand on the filler as a bit of a check valve. Open it on the squeeze, close it on the release. This will go a long way to removing all the air. Often you can get another 500ML or so of coolant into the system when doing this.

like Aaron said, burp the system.
however, the hard start is a tad worrisome. i don't want to bum you out, but a few years ago i was losing coolant and got stumped as to where it was going. the car was harder to start than usual, but it never failed to start. long story, short ... it was going into the engine because my water seals were shot. it wasn't much (my light would come on or i'd notice a temperature rise maybe every 800 to 1000 miles) and the car did not smoke other than when i'd first start it after sitting overnight or more than 8 hours. i confirmed it purely by accident while i was changing my clutch and exhaust system.
try burping and see if that's all you need, but if it persists, then i'd say as a precaution, check your engine for coolant in the chambers. pull the exhuast and turn it by hand.

mine has been doing the same thing for 4 or five years now. i changed the coolent and 2 of the sensers, and did the burp thing to get as much in there as i can. but mine does not run hot and no smoke, not loosing any coolent. it did get better after i changed the sensor (dosent go off as much now)
