CA My '91 is not starting

Hi, my name is Dwayne. i am new to the rotary RX7..i bought a 1991 that has been sitting for 2 yrs..the oil metering pump had been changed and it was driven for a month..then one morning wouldnt start..and its been parked since.. i have changed fuel pump strainer completely off) and fuel filter, and new battery, trying to start it now but no power to fuel pump...should i by pass fuel pump relay and how do i...pls help.

Have you checked the 15 amp Engine fuse as it powers the fuel relay. And how did did you conclude that the pump was not getting power?

De-flood procedure:

Open underhood fusebox.
Remove EGI fuse.
Crank car for about 30 seconds or so.
Reinstall EGI fuse.
DO NOT PUMP THE ACCELERATOR.
Start car.

Is the Engine fuse good or not and how did you come to the conclusion that the pump was not being powered?????????????? If the pump is not receiving power then deflooding is not going to help at all. It would be of help if you shared some pertinent information.
