My 88 wont start

My 88 wont start
Picked this car up from someone that didn't know much about it and neither do I.
Iv been looking up stuff to help with my flooding problems...
I pulled the plugs
Pulled the fuse
Cranked for 30 seconds
got all the fuel out
Put it all back together
Battery is fully charged
Has a half tank of gas
But still nothing
She won't fire up, she's so close but will not get the full start.
What else can I do?
Need help!!

pull the plugs out and dry them off.(clean them good).
when you have them out and the EGI fuse out,THEN roll the engine over 30 seconds with NO plugs in the engine.That expels any fuel inside the engine.
Then get a Big STRAW and dip it full of OIL(or equivalent of a goosd squirt of oil)..put it in each spark plug hole.
Roll over 5 seconds or so..
Put plugs back in.EGI back in and start with NO foot on the gas.
