TX Missing @ 4000rpm

Ok all I had 88 vert with oil blow-by on 2nd.cyl.,car needed help so I baught another 88 vert. Ive robbed Peter to pay Paul now I have a respectable car,however when I hit 4000 rpm.car looses power-like it has a govoner.Can anyone help? I need knoledge.
also baught styling kitt for 90 & front blinkers dont match are front bumper blinkers shorter& longer on 90 or is my kitt bad?

I had a similar problem with mine, I was losing top end (4500+) power, it ended up just being a timing issue. Just needed advance the timing slightly as it was a little on the retarded side, after that it was fine.
