WA major hesitation when cold

my 87' turbo II hesitates bad when it is cold. the turbo boost gauge does not move at all when this hesitation problem is going on. once the gauge starts moving the hesitation is done and its running just fine. im not sure where to start looking, any ideas would be a big help.

Temperature related fuel delivery problems are commonly associated with the water temperature/thermo sensor on the back of the water pump. It can be tested directly, or at the ECU pins per the FSM. Damaged wiring, or a loose/disconnected plug will also cause problems.
