Low fuel pressure

So recently purchased an 87 turbo 2 in hopes of fixing it and using it for learning to drift. The problem I'm having with it is the fuel pressure doesn't go above 20 psi (per my auto meter fuel pressure gauge which I know is hooked up correctly). It doesn't matter if the fpr has the vacuum line hooked up or not. The first thing I am going to do is verify that I have voltage at the pump which I believe should be 9vdc at idle and 12vdc under load. If anyone has any suggestions please point me in the correct direction as I would like to dig into this matter with a full deck. Also, the car runs but only while giving it gas and when giving the car full pedal it bogs and wants to die. I have spark and fuel injector pulse, at least to the primary injectors. Thank you all

my first question is do you have a copy of the FSM and Haynes manual?

my first thought would be to check the AFM. beyond that, i'm thinking Satch will be able to better advise you.

i noticed you have a couple of posts in this thread, https://www.rx7club.com/new-member-r...-idle-1086341/. have you already tried any of the things that Satch suggested to that member since he joined the thread?

I do have the Haynes manual and I've found where to obtain a copy of the fsm on here. I didn't even think about the afr, I assumed it was fine because I swapped it out with a good na one just to see if it would make a difference and it didn't. If there was a vacuum leak after the afr would it throw off readings from the readings?

Update

So last night I checked my afr to make sure it was moving and it was and then I jumped the yellow fuel check and my car is still doing the same thing. I checked voltage at the big blue wire on the fuel pump with out the yellow plug jumped and I'm getting 9v no pedal and 12v pedal. My next venture is to check my fuel filter and if that's not clogged I'm going to check pressure at the pump. On another note, I still have the original s4 turbo manifold that has the flapper for the twin scroll system. The rats nest has already been removed and it seems that twin scroll actuator has been removed also. Is there anything I can use to make that work or am I better off getting an s5 turbo manifold. I have spare rats nests from previous rx7's and was hoping I could make something off of them work.
