I'm no Carb expert on a rotary, but from my experience, it sounds like it is getting overloaded with air ( most likely) and the fuel isn't keeping up with it, def search here for carb tuning tricks, plenty of guys on here are wizards, or if you have the ability take it to a local guy who tunes carbs, you'll most likely have to adjust jets and things of that nature to have it run correctly. Carbs rarely work perfectly outta the box, because each engine is different! Good luck!

Start with researching other people's jet sizing and go from there!

Look up 3310 vs 4160, they are big in camaros and mustangs, but essentially look like the same carb with different numbers, one being a model number and the other being a list number. Sounds to me like you may have manual secondaries, when our cars came stock with vac secondaries or your vac secondaries aren't hooked up correctly and open too soon bogging the engine. double check your vacuum lines

Ok yea the 3310 i got it with manual and the 4160 that i orderd comes with a pump but to me seems lime it dosent open or maybe the spring is to hard because when i give the gas all the way it speeds up but it dosent go over 5500 rpm and the enbgine is bridge so its sopouse to go higher then that to me

Stock they should rev to around 7000 sounds like the secondary isn't opening up with the vacuum like it should, check to make sure it is hooked up and you don't have a leak
