issues in tuning

issues in tuning
Greetings,
Currently I have noticed that my boost seem to drop off and rise then finds a happy sitting point. I am not sure if the spike is something that could be tuned out or if this is more of a boost control issue. The vehicle runs an Apex-i ECU and electronic Boost controller.
Any help or guidance would be great, I am open to going with a different computer system or set up if someone can point me in the right direction. This setup came with the vehicle when I purchased it.

Greetings,
It is running Twins from BNR super car. They are rated and tuned at 15 PSI from what the previous owner told me, I also called BNR to verify the information and was given the parameters of there twin turbo set up, which matched the info.
Side Note:
I have had ABSOLUTELY no leads on a rotary tuner/ apex-i familiar shop in the PNW, so i realize i may need to do a bit of traveling to get this sorted.
