I agree that there would be minimal affects with the painted IC. Its not like you are going to paint the fins front to back, you prolly only get about the first ~1/2" if spraying light coats on an angle.

Exactly. A light dusting on the front of the cooler is all that's necessary to make it disappear behind the bumper. And sun based heat soak is a bit of a stretch unless the sun is horizontal to the front of the bumper.
