I want to say that fuel cut on a S4 is 7psi, can you double check you boost gauge with another pressure gauge. This will make sure it isnt over boosting.

Then hit me back up

Fuel cut is 8.6psi for both S4s & S5s, and stock boost is 5.5psi (S4) & 7.5psi (S5), but double check that you're not actually making more boost than you think. Bog the car down by shifting into say 4th gear under 3k RPM, then step on it. If the car is going to creep past the preset level, it will be in the 3k-5k range under high load. You'll need to have an aftermarket gauge to check this.

If it's bogging while under medium to heavy acceleration, and while making full boost, it's fuel cut. If not, it's something else.

If your tach is not working, check the 3 plugs going into the ECU to be sure they're tight. One of them has the connection between the ECU and tach, and I've had a loose plug keep the tach from working in the past.
