Help with low boost and smoke

Well guys my names Jared and I am the proud new owner of a 93 rx7 and while I would say i am learning quickly I am far from knowing my way around a rotary (This is my first one).

Anyway, the car has been sitting two weeks since I took delivery first symptom was poor idle when first started but it came around after a minute and off i went for my first drive, the car would not build more than 5 pounds of boost and just not making power. I brought it home to park it and when i shut it off smoke or steam started to pour out. All the gauges were showing good temp the whole time. Anyway when the steam stopped there was still a whistling like noise from the area it was smoking. I dont have the money to take it to a shop now right after buying it so any help would be awesome.. Hard to make much out in the vid. Maybe I mis-read, but curious...why did you buy the car if it wouldn't idle, belched steam and didn't boost?

When i went and visited and test drove the car was amazing, im starting to suspect the guy I Paid to ship it may have had a little to much fun with it, I think it was badly overheated, there is coolant everywhere. Thank you for taking the time to reply and pointing me towards a good shop.
