ND help with idle

88 vert when i start the car it revs to 3k but doesnt cut down on its own if i let it sit for 20 seconds at 3k blue smoke starts pouring out from under the hood. if i rev it up it will cut down but will surge from 1k to 2k. After it warms up it still surges but if i rev it it will drop to 800 and continue to idle there but once i give it more gas like to drive it it goes back to the surging idle yet it doesnt smoke when i drive it , any help or ideas would be appreciated

The blue smoke is a bit of a concern. Where on the engine is it coming from?

It sounds like you have a massive vacuum leak. And a misadjusted/bad TPS.

when i saw the smoke i started car to leave work and smoke just poured from hood seams and tire wells i couldnt tell where on the motor as i immediately gave it gas and it cut down then the smoke was gone once i opened the hood the only other time i really smoked was after i put new clutch in it and the pedal stuck on me and the car died and then there was the same blue smoke but usually i get a lil puff out of the exhaust on start and thats it now today on my way in i had to pass a semi to make my exit on the interstate and i hit wot after i pushed the clutch in the car stayed at 4500 but once i reved it up a bit it went back down . as far as the idle when i looked at tps i noticed the button was not pushed in all the way and if i push by hand the car will idle down but i cant get the lever to push on it fully nor can i get the tps closer to it this has been kinda a pain as the previous owner claimed he couldnt get it to run since he bought it and his mechanic couldnt figure out either so i have this feelingthat he mis adjusted all kinds of things on the throttle body to try to get it to run , once i got it home i found the converter to be clogged so i put on a bomez and put in a good battery and it fired right up so how can i check or aqdjust the tps and also how much slack should my throttle cable have as it seems loose to me and it wont tighten anymore

so i adjusted the screw on the tps and it seems to idle fine now so i guess we'll see what it does tomorrow as i have thought i had the idle fixed before and it has come back so we'll see as for the blue smoke, what under the hood could go bad to cause the blue smoke? also in this pic i believe this lever that touches tps has been bent but i dont have a good one to compare to is it supposed to be like that and you may notice the screw is turned down quite a bit but that was before i adjusted it

The screw should not have been touched until a vacuum leak has been ruled out. Doing so will just cause further idle issues.
