heater temp control not working

year: 1987
Model: turbo II
specifics: 5lug & 5speed

The heater control panel doesnt seem to work. the fan speed control and all the buttons other than the temperature control slider seem to work.

there is one fuse thats blown, its the "room" fuse thats a 7.5 amp. i didnt have a chance to replace it yet because i didnt know it was blown until after the parts store closed.

i thought it might need a new heater core so i was looking into it and i needed to replace a heater hose. long and short, i didnt see a heater control valve of any kind. is there not one or is it controlled some other way?

any thoughts on why the heat doesnt work?
