OR GSL-SE idling WAY to fast

Hello all, my '84 GSL-SE is having a fairly major idling issue, it is surging something awful. it goes from 1500, to 1000 then back to 1500, repeatedly. I know this is also too fast, but I can't seem to get it to show down either. I have followed the instructions for checking my tps found here (http://mrmazda.no-ip.com/gslseidle.html) and can't seem to get it so voltage only appears on one lead, and not the other. this car is a basket case, but as it only cost 100 bucks, and it drove for a while before starting this mess, I guess that I had this coming. by the way, when I started trying to adjust the tps, it was tapped closed with electrical tape, which also makes me think something is up. Also the intake upper intake has been removed and replaced, to facilitate putting in new fuel injector seals, and putting the screw back into the pulsation dampener. so not sure if the vacuum lines are back on right, but they look like it, and they seem to match the diagrams in the training manual and the shop manual.

Check for vacuum leaks. And then check again. You may want to pull the upper intake manifold and make sure you didn't get any junk in the area where it mates to the lower..
