Fuel Pump voltage 2.1V??
Hi guys, I`m completely new to this forum and just made the account since i couldnt find an example of this problem anywhere.
I have a RHD 99 FD that havent been able to start the engine on. (I live in Japan and was able to pick a unmodified example) i checked the plugs and noticed it was completely dry so i checked my fuel pump and it was not working. When I referred to the FSM, it told me to check the W/R wire voltage at the fuel pump couplers and when cranking, it came out as 2.1V. The battery has about 13-14V and ive already checked for the FP relay and replaced the FP resistor. This also happened when i was busy with school and had the car sitting for about 4 months.
Im familiar with the phenomenon of voltage dropping on older vehicles but i cant imagine it dropping by this much and was wondering if anyone has any ideas on whats wrong with my car. Ive already emailed some shops for inquiries but havent been able to find the direct cause. The fuel pump wiring is completely factory spec and the fp itself is running the factory pump as well.
Also if there is a previous thread that might have asked the same thing or might help, id GREATLY appreciate it if you can post a link for me. Thx

In the diagnostic box near the battery, you will jump f/p and gnd with key on. Check the voltage again AT the pump. If it's battery voltage then you just need to work your way BACKWARDS from the pump to find the problem. The fuel pump circuit is really simple.

i forgot to mention on my original post that I also tried to jumping the fp with the diagnostic box (used a paper clip and followed the instruction) and it yielded the same voltage.
Is the diagnostics box jumping the ECU/relay/resistor straight to the pump?

It's not a Honda obd0 check engine light. Ultimately that paperclip needs to run a fuel pump, its not appropriate for the application and makes the test inconclusive. Use an actual wire and try again.
