Angry First start up probelm

Hi all well started my Cortina fitted with a series 6 13B single turbo for the first time and she sounds beautiful.
The tuner has done all the setting s and she is pushing 210kw on the wheels after her first Dyno.
I saw the milky build up on the dipstick and oil filler neck, so fitted the external breather and it did the job.
We have been driving the car and she does not smoke at all and rev’s very cleanly.
This morning just went to check the oil level and water in the radiator, and was shocked to find that my oil level on the dipstick was all the way up to the neck of the dipstick, and my water level in my radiator was very low.
The car still sounds very health though, does this mean my seals are shot and i have to re-build my motor?
I found out from a rotary specialist in South Africa that this sometimes happens when the motor has been tuned to rich, he advised me to first drain all the oil and refill it, and also do a compression test.
Has anyone ever experienced this please help.

So you're saying that the oil level was at the top of the filler neck, and your radiator was very low?

It sounds as though a freeze plug under the front cover has popped loose and dumped coolant into the oil pan.

Drain the oil to find out.

Any rotary tuner that says "this sometimes happens when an engine has been tuned too rich" can be safely ignored for future advice. True, the oil level can go up a bit due to fuel contaminating the oil on a rich tune, but this would not make the level equal to that of the filler nor would it explain the lack of coolant in the radiator.

Follow the factory service manual to remove the front cover, and from there you have access to the freeze plugs.
