FD3S No Power in 1st & 2nd

Im trying to find some info for my friend, he has a 93 rx-7 fd3s, the car is mint, he had it for a few years and never drove it much. He lives away so I can't help him work on it. Here is what he told me.

Basically, it's gutless in 1st and 2nd, no power at all, then it picks up and goes in 3rd, he has full boost, but its really rough in the powerband. When he gets up to around 6k rpm, the car sputters like its missing or something.

He never thought much of it until another friend bought a rx7 and never had this problem., he also tried to sell it and and the guy that came to look at it had a few rx 7's and he said something was deff wrong in the lower gears, saying it should pull way harder then it does.

I told him to do the regular maintenance, clean the mafs and check all the vacuum lines etc. Could it need a tune? I honestly know nothing about these cars, which is why I am here. Can anyone help? Is this a common problem? What should I check? These cars are pretty rare in my area so any help is appreciated!

maybe, what kind of issue? do you meann as in, it needs a tune? or the ecu is bad?

start with maintenance items like spark plugs, plug wires, vacuum lines and fuel filter. there is no MAF to clean as it is a RPM/MAP based setup.

could be something more in depth with the turbo control system, be sure he didn't change anything on the car before the issue arose like change the vacuum lines to the turbo actuators or put in some generic spark plugs, etc. there are pills in those vacuum lines that need to remain there for the boost level to stay proper.
