FC TII missing power band

I have a problem with my FC S5 TII. While I'm driving the engine won't rev past 5000 RPM no matter what gear it's in. It doesn't feel like it's missing. I checked the plugs, plug wires and coils. The trailing coil is the only thing not to spec but only by .1 ohms, spec is 0.2 - 1.0 ohms and both trailing coils are reading 1.1 ohms. I also checked the turbo to see if there was any shaft play or if any fans were hitting the side wall, didn't find any evidence of either. If I'm in neutral it will go to red line but once it's under load she refuses to go past 5000 RPM. Anybody have any suggestions?

Sounds like your secondary injectors are not working
