FC No Check Operation Indicator Lights ignition

I have no warning indicators lights coming on with ignition switch turning on (Coolant, Oil, charge, overheat...) - they seems to work independently ok. Also no horn working and dash clock comes on and off intermittently. All other switches for lights and wipers are replaced and working fine. Any advice for troubleshooting?

The horn circuit is in a Cpu on the drivers side kick panel (FC 05 I believe)...(check wiring TO the horns first to see if they are connected).
The Idiot cluster is known for bad solder joints and has a connector from the dash harness to the cluster..check that.
