Please provide more info in future posts so you can get the help you need.
More info,more help.
First of all you need to Reference WHICH car ?..FB.FC,FD? (this only gets harder!..)
Do you have the "numbers" from the smog test? Can you post them.
WHO said the IAC just needs cleaning?
Do you have a GOOD Catalytic and an Air pump on the Car?
When was the Catalytic replaced?

^Yep. Sometime it helps if you just put vehicle/mod list info in your signature.

At least on the FD, the IAC is easy to pull and clean. Two 10mm nuts and one electrical connector. Pop it off and hit it with a little brake cleaner. Maybe follow-up with just a spritz of WD-40. They will soot up over time. Ten minute job.

Your ASM test results should give the measured values and the passing criteria. 99% of the time, a failure will be due to high CO or high HC.

On an FC, the BAC (not called an IAC) has nothing to do with a 2-speed smog test. It is not operational outside of idle conditions. Critical components will be the main cat, air pump, ACV/emissions solenoids.

Yeah I was thinking about keeping this car but I'm just gonna sell it, since these are damn cool cars but I just got a Mazda3 that I really love.

Could be the Air Control Valve. You only really need an air pump, functional ACV (which is driven by solenoids and vacuum lines), and a good cat to pass the sniffer.

The results show high HC and CO, along with the typical low NOx you see with a rotary. High HC and CO = rich mixture or not enough air being dumped into the exhaust system. It can also be a bad main cat that's not able to catalyze the conversion of these gasses.

Something else to consider is the 02 sensor. It's a $20 part that can have a big effect on the mixture during a 15/25 mph smog test.
