Failed Smog due to NO (PPM)

Just bought the car (1995 Rx7), I will put some time into a proper introduction in the new members forum asap.

Tried to Smog the car today and it failed with a 15mph NO measure of 1017 PPM vs 704 PPM Max. Tech speculates it could be a faulty o2 sensor causing car to run lean.

Records show the car got a full tune up at Tri-Point Engineering in 12/11 with 78,348 miles which included plugs and o2 sensor followed by a Smog Pass. Back then it measured 670 PPM at 15mph.

Today, almost 3 years later but with only 300 additional miles it's a very different story. Can the o2 sensor fail after so few miles but that long just sitting around? Looks like an expensive unit that was used at tune-up.

I'm about to buy an NGK unit for like $25 but thought I'd check with the brain trust here before placing the order.
