Angry Emmisions failed AGAIN

So Im having serious problems with new rotary. Its a 90 convertable and I have failed the emmisions test three times now. The first time the air pump wasnt hooked up due to the dual ALT belt system that the previous owner installed. The second time I took the test, the hydrocarbons and the CO% percentage were through the roof. But I didnt understand that because I hooked the airpump back up. Then for the last two days I have been running (guaranteed to pass) fluid through my system. I just tried again and the HC and CO% is about the same and it still failed. It was way lower when the air pump was disconnected. Any help with this would be greatly appreciated.

From the FAQ for the FC sticky thread, found both here at the top of the new member technical and at the top of the 2nd gen RX-7 technical section:

High HC and CO points to the air pump not working or not connected correctly. Is the split air pipe running from the ACV to the cat and is it hooked up at the cat?

I am assuming your NOx is not high. If it is high too, you may have a burnt up cat because the air pump was not hooked up and it overheated.
