I'm buying a modified gxl with an s5 conversion with a complete emissions removal. What exactly do i need to pass emissions? Cat and air pump and what else?

not necessarily..
You need a good working cat and your air pump..yes.
It also helps to make sure that your feuel system is clean, good filter, fuel sock in the tank, good plugs,wires..that the engine is timed correctly.
Another suggestion is IF ythey do visual inspection just to make sure that the stuff is on thet should be.
For Example:IF it had an EGR then you NEED one or they will fail it.(may not apply in your caes, but I am not 100% on that as I went Haltech and so on..and never looked back.My car doesn't need emissions as it is an 86)
