EGR code question
Friend's car---came to me with blown engine. Overhauled and got it running, but it now shows code 28, EGR valve. Engine had previously been replaced. It has the federal EGR valve---no connector. My wiring harness has the blue connector for the California EGR valve, but with no place to connect it I left it hanging.
I only have four numbers left of the ECU P/N (F N3A1...) but they seem to indicate a federal ECU.
Can a federal ECU give a code 28?
What are my options for getting rid of this code?

read manual more closely
I read the manual more carefully. Code 16 is for the California-only EGR switch. 28 is for the solenoid under the UIM, which is applicable to both California and Federal. So it looks like I'll be pulling the UIM back off.
