EGR code question

Friend's car---came to me with blown engine. Overhauled and got it running, but it now shows code 28, EGR valve. Engine had previously been replaced. It has the federal EGR valve---no connector. My wiring harness has the blue connector for the California EGR valve, but with no place to connect it I left it hanging.

I only have four numbers left of the ECU P/N (F N3A1...) but they seem to indicate a federal ECU.

Can a federal ECU give a code 28?

What are my options for getting rid of this code?

I think a resistor is all it takes to make the ECU happy.

Or another option is to buy a federal ECU. They're quite cheap if you look on the classifieds here.

It's not really necessary to have the EGR. You can plug up the vacuum lines and unplug the solenoid. Many cars pass emissions testing w/o the EGR.

read manual more closely

I read the manual more carefully. Code 16 is for the California-only EGR switch. 28 is for the solenoid under the UIM, which is applicable to both California and Federal. So it looks like I'll be pulling the UIM back off.

Thank you to those of you who took the time to reply.
