Decent price for a shortblock?

Decent price for a shortblock?

I'm in the market for a 13b and saw one for 3.5k. Its a disassembled rew and after talking to the guy he said it had no gouging or scratches on the irons and housings. He said it was pulled from the engine and taken apart for a bad coolant seal. My question, is 3.5k a good deal for a shortblock in such good condition?
