Theres a sensor on the water neck, a green wire with a black stripe.

I left the ignition in the "on" position..and I was trying to spoon feed the intake some ATF to boost compression and my hand hit the sensor..When I push the plastic clip on the sensor down..It engages what sounds like an electric fan...when i let off it..the noise stops.

So wtf...is there a short in this sensor? is it bad?
