What does this coil looking thing do? Mine is loose and riveted in so I am wondering if I need it or if it's one of those weird emissions things that aren't needed. My engine makes a whining noise once and I'm not sure if this could be contributing to it.

Also thinking my air pump might be dead, making the whining noise. I still have all the emissions equipment.

I believe that they gets heated up by the tube from the exhaust and opens to help air flow.
