Choice in Model

I am looking at a few options for purchasing an rx-7. There are a couple of offers that really seem nice, but I no very little about these cars and don't even know where to start. I prefer the style of the 3rd gen 7's, but those are hard to come by near my price range.
I need an opinion of this car:
It's a 1990 RX-7 TII Turbo and has only 14k miles on the rebuilt engine and is only $3000. It's a 5 speed, with 224 HP and 212 torque. The owner is selling, because the car has been sitting for the winter (inside a garage or in the elements not specified) and when he went to go drive, it seemed to have had a loss of power from the engine.
Some opinions on the vehicle's price, condition, and the loss of power would be greatly appreciated

u never know when it comes to engine problems. i wouldn't give more than 1500 for it. other's may disagree tho.

he said he thinks maybe the power loss problem is an apex seal needing to be replaced, which I can most likely solve and the car has a set of apex seals with it.

well if he's thinking apex seal, that's definitely a rebuild. a compression test will prove for sure.

would I be able to rebuild/replace the apexes myself? He said that he can get it up to about 60 mph without much stress. He doesn't seem to be too sure what's causing the loss in power though. I have him lowered down to $2000 and I would really like to purchase it and fix this problem.
If he has the seals, is it possible I could pull this off? also what other possbilities or engine problems should I look for that could be causing the power losage?
