Carb or Engine Problem?

Alright, I've been told both stories at this point. Some tell me I've got a carb problem, some tell me it's an engine problem.

I've got gas getting into my engine oil, getting less than 10 mpg, and the car stalls whenever I let up off the gas.

I've been told that it is a stuck needle in the carb, but I've also been told that it could be an engine compression problem. What are your thoughts? Please help. I honestly have no idea what I am doing and need to take it somewhere to have it taken care of. I am on a tight budget, though, and don't have a lot of money to be throwing at it for diagnostics.

1. check for vacuum leaks.
2. get a few cans of carburetor cleaner, take the carb off and clean it thoroughly.
3. check your plugs, cap and rotor
