Bought an rx7, Need help!!

So i just bought an 87 rx7 base model. Its absolutely beautiful, not a dent or scratch to be found, and original red paint. But.. the headlights are in the up position and wont go down! i found the switch to keep them up, but even turning that off doesnt work. the guy i got it from pointed to a missing fuse under the hood and said he took it out so he could do the sleepy eye mod. it also has a headlight mod where you can use smaller bulbs for the headlights, instead of the big ones. Other than that everything works good. its sucks not having a LSD. I went from have a 87 turbo supra to this, because i was greedy and sold it for more than i bought it.. but im happy with this rx7. although it has a bouncy idle when its warming up... any help would be greatly appreciated!! thanks guys

So why not replace the fuse and have it operate by the stock headlight switch?

There are various ways to perform the "sleepy eye" thing. Most just pull the headlight retractor fuse and be done with it. Other ways I have seen it done is modify the moving assembly that pushes the headlight up so it only raises so far. There are manual ***** underneath the car directly below the headlights you can turn to raise and lower the headlights. They are usually covered by rubber dust caps. Raise them up all the way to see if the moving assembly has been modified. The rods should be a dull gray or black and should not look like they have been shortened in any way.
