A damaged ECU would lead to all sorts of problems; it just depends on what part burned up. The engine won't run without it. Open the case, look for burnt parts of the boards, replace ECU. ECU damage could come from hooking up a battery backwards, a failed electric metering oil pump (MOP), lack of resistors in the injector circuit, or a short in almost any of the ECU related wiring.
