Beginning IDLE problem

ON Beginning IDLE problem

So I start the car and it "looks" for the idle. It goes to 3,000 then drops to 1,000 RPM. Once it warms up it stays idling at 750 where it should be, and it runs very well after that. The beginning just scares me a bit. My cousin came and adjusted the TPS but he believes the reason it is doing this is because the Air Filter is not the correct fit so it may be getting clogged. I just purchased a K&N Filter and I am waiting for it. Is there any other reason why? He also used the multi-meter and it read very well, he found exact voltage so I doubt it's the TPS.

It's supposed to do that. Many cars rev the engine up a bit on cold starts to warm the precat(s) for emissions purposes.

It was a constant, like 1k to 3k at a fast rate... I solved the problem.

Had to change the filter, I had a retarded filter that was so wide and not long enough that it was letting un-needed air go through. Once I put the K&N Filter in it would idle perfectly at 3,000 then slowly drop when it got warmed. Also adjusted the TPS properly and the idling screw.
