Air pump Horseshoe spacer won't fit

I removed it along with my water pump housing to clean rust and replace gaskets. I go to put it back in and the spacer is way to big - as in it doesn't come close to clearing the bushing for the long bolt.

After wiggling it and eventually trying the freezer in combination with a hammer, the spacer was still at least 0.30 millimeter too big. Any advice on how to get this thing back in?

Also, what is the correct placement for the tension slider? I looked at the FSM and the shape of the air pump vs the alternator as shown isnt much to infer from. In addition, the placement definitely was not so on my car (not that I distrust the FSM despite its many awful spelling errors, clarification is just nice).

Ok..here is a trick for ya.
The air pump has a small split collared bushing on one side, inside the casting that compresses and takes up the room to stop the ears of the Pump from moving.
Put a long bolt back through the one hole of the ears and nut it at the split collared side of the pump.
Hit the head of the bolt and that split collared bushing will push down flat to the casting.
you can now put the horseshoe spacer back in.

I wish I would have tried that last night. Instead I got it in differently while I was waiting for the thread to be approved. I took off the mounting bracket, put the horseshoe on the partially inserted bolt, then wedged that MF in there right on my floor. I was tapping away with a hammer for a while to get it in - took a while but it finally all fit in.
