Adjustable pulley!?

That is a so called Lock for the pulley.
The pulley itself can't move.It has a specific bolt pattern so you can set timing by the marks on the pulley.Mazda made it that way so you can't screw up the timing marks in reference to the Pin on the cover.
If that pulley was set any way you toss it on then the engine would not be able to get correct timing references.

^+1. Remove the two bolts that secure the retainer and it will slide off without disturbing the position of the main pulley. And FWIW, apparently not ALL 3rd Gen. (13bREW) engines were equipped with the front bolt lock.
