Adjust headlight height (housings)

I was changing my headlight bulbs today and noticed that my passenger side headlight housing assembly pops up about 1/4" lower than the driver side. This is apparent even with the headlight lids off.

Is there a way to raise or adjust the headlight buckets? Backing out the stop does not seem to allow for any more travel.

When you cycle the lights back down, does the passenger light go up the rest of the way before it goes back down?

I unplugged the headlight motor and used the adjustment **** to check. The linkage is fully maxed out, yet the headlight is about 1/4"-3/8" lower.

I'm not sure about how to get it any higher, but I have an idea of how to make the other one lower. If you get into the guts of the unit there is a copper(?) disc with tracks on it. You'll see that there are interruptions on the paths that tell the motor when to stop. If you cover over part of the copper area, it will make the motor stop running at that new point. So that way you could have the 'go up' section be shorter and the housing won't go up all the way. The only thing is, it will then go the rest of the way up before it goes down again.
