99 FD from Japan won't start!

So I waited 5 months to get an S8 FD. Got it in my garage and I can't get it to start. Fuel and spark seem ok, later on I noticed it doesn't have the stock ecu. It has an apexi power fc, with no commander. When I got it, it had no fuel in the tank, and a super dead battery...
When I turn it over it sometimes fires but wont get running. It's like the ignition timing is crazy off? Cuz it defenitly has fuel. I have no idea what to do... I just want to get it running so I can get the inspection done on it.
Tried unflooding procedure many times.

I feel like I might have to either find a stock ecu, or an EL commander, and put a base map in it or something. Any Idea's?

Try getting a stock ecu first. See what happens from there.

While you're looking for a stock ECU, do a simple compression check.....

Rotary Resurrection home of the budget rebuild.

I recommend using a piston tester. If you don't already have one, check with the local chain parts stores. They may have one to rent free with a deposit.

Are your plugs wired up in the correct firing order? Check for dirty/clogged injectors maybe.

Just try to borrow a Datalogit or fc hacko and safe you map and then initialize . A hacko cable is 199$ ( way cheaper and more useful than a commander ) I bought a oled commander and I never use it ( rather using the interface cable and laptop )
