Here are the advantages and disadvantages of turbo timers, regardless of engine type:
Advantages:
- If the driver is not able to drive the car off-boost for a few minutes after racing, then it helps prolong turbo life on old cars that have dry-bearing turbos or have had their good original water-cooled turbos replaced by cheapie Mexican/Chinese Ebay turbos that are not water-cooled.
- Great way for a novice to add a cool-looking, inexpensive gadget to his car, and most people don't realize that it has no performance value.
Disadvantages:
- Adds another possible point of failure to the ignition system.
- Makes the car easier to steal.
- Money could have been used for more important purchases.
Basically, if your car has the original turbo unit, then you are better off selling your turbo timer to some ricer. If your car has a cheapie turbo "upgrade", then you may want to install the turbo timer if you drive in such a manner that you must quickly park your car after racing the engine. Depending on the boost level, it usually only takes the turbo about 1-3 minutes to cool down after boosting, which is usually accomplished as you are slowly driving through a parking lot, neighborhood, or paddock area on your way to park the car.

Your title says "cooling" and you said this is your first rotary. FWIW here's a recent thread with cooling tips ---> https://www.rx7club.com/new-member-rx-7-technical-256/questions-about-cooling-mods-951797/
