Then your primary throttle plates could be closed too much.
And if the BAC was disconnected and the adjustment screw had no affect then there possibly could be some carbon build up in your throttle body.

My cables were so loose. But i thought i read thread where it stated. That the throttle cables should be loose, not tight.? i tighten my throttle cables. Idle right around 800 on warm temp. But this wont make my cold start any better.

I can believe that. When i purchase the car, the guy just put an reman motor on it. 8k on the motor when i received it. The body has 174k on it. & the underbody is worst then titanic itself!. Idk if you remember me posting about an 3800 hesitation. Well there was a giant hole right by my ecu.... Terrible & i forgot to mention, once i took the screw out. Thick carbon on the tip

The Water Thermosensor might not be up to spec as it helps dictate how much fuel is injected into the engine based on engine temp. The colder the engine the more fuel needed and the Thermosensor helps to measure this temperature. When the engine is cold the reading at pin 2E should be from 2 to 3 volts w/key to on. Also, check for error codes. Ground the Orange wire in the single wire check connector near the leading coil to the negative battery terminal and w/key to on the Check Engine Light will display any error codes detected.
