91 vert dies out at 200rpm plz help

ok heres the deal. car cranks fine and all. it drives. Just when you get to around 2000 2500rpm car falls on it face like its not getting fuel pressure. it only does it while its under a load aka driving it. I changed the filter on the fire wall. this is stomping me. I can also hear the fuel pump whinning when it is running also. any ideas people. I would love to get the vert back on the road again

are u talking about the fuel filter.. sounds pretty odd.. did it run fine b4 u changed the filter.. might b fuel pump.. good luk man

car was doing it before i changed the filter out. before it started doing it all the time it would do it for a little bit then clear up. it ideals fine. someone told me to check the coil packs to make sure there getting the right acrk. idk id rather not drop the fuel tank unless i have too. and also i have put good fuel in my tank twice now and i keep getting water in my fuel samples... im thinking its the fuel pump. bc it whinning pretty bad. you can hear it whinning while driving down the road. but that still dosnt answer why i keep getting water in my fuel sample that i take. is there a way that water on the verts can get in the gas tank?? any help would be great
