My car wont go over 4500 rpm when i give it a lot of gas, it just sputters and just wont go any further. But if i gradually give it gas it will go past. What could this be?
Could be any number of causes, need more details about the car/engine/year. Turbo/NA, mileage, mods, etc.. Does it start easily and idle smoothly, are the air pump/cats present, maintinance history, has it been overheated, yada, yada, yada..
Download the FSM from my sig line, start reading/learning about the engine, the begin comparing your engine against the diagrams to check for any mods/alterations.

If it's taking what seems a long time for the rpms to rise, most common cause is the main cat is plugged. I had a 79 SA in the shop once that took 2 full city blocks to get the rpms up to 6k. Replaced the stock thermal reactor and OEM cats with a set of headers on a pre-silencer, car ran like a stripped assed ape. Beforeyou start on replacin exhaust parts, install a new fuel/air filter.

well i just recently drove it and it doesnt currently have exhaust on it ( just the header) and it still does it. So i guess i read up on the link you provided and see what to do. Thanks old fart

It could simply be the 3800 RPM hesitation. Check your grounds: http://www.aaroncake.net/rx-7/grounding.htm
