With lots of fabrication and custom parts... Yes.
I think I speak for everyone when I ask this... "Why?"
After all of the time and money you will have invested into this swap, you could have had a powerful 13BT swap that will easily fit right into the car.

The Porsche 944 non-turbo's output isn't much higher than an NA 13b, plus that 2.5 is a long engine. There'd be several clearance issues in the fc, particularly radiator area and the 944's oil pan is a monster. For being something different, you'd have it! But it'd cost you, lol
the 944 has a rear mounted transaxle. I don't know how well that would work for an fc, or if the engine would come close to working with the fc transmission...
I've been helping my grandpa with his 87 924s, which is nearly identical to the 944, so I've been comparing and contrasting his car with my 87 fc for quite a while.

^ It has been done, but the work required isn't worth the end result. Trying to utilize the twin turbo set-up on the 13B-REW (FD3S engine), in the FC, is going to cost you more than it would to put a single turbo set-up in AND you'll have less power. Plus, they make poor quality engine mount adapters for swapping that engine into the FC.
Once again... "Why?"
If you want to do a swap with a great engine, look into the 13B-RE swap. (Not the 13B-REW)

The 13B-RE is out of the Cosmo. Here is some information about the 13B-RE swap -> FC3S Pro: Cosmo 13B-RE Swap
You can look into either turboing your six port N/A or a complete 13BT swap (TII engine). Those would be your cheapest options. The best place to search for these options would be here -> 2nd Generation Specific (1986-1992)

I personally wouldnt suggest that swap at all.... anything can be done but id imagine youd just be causing yourself a huge headache whenever something bad happens engine wise. finding parts, cost,..... all for not much gain o_0

Start by reading the FAQ sticky for the 2nd gen RX-7 at the top of the forum. It will cover the common questions about which rotary fits into the car, and provides links to examples and writeups.
There is an "Other Engine Conversions" subforum which is dedicated to engine swaps. Lots of info there as well.
FYI, the 13B-T turbo engine used in the FC TII bolts right in.

Tthe general consensus from reading posts seems to be that your best bet is to swap a T2 engine in, BUT it would have been cheaper just to buy a whole T2. Anything else will not be a simple bolt-in swap, however with money anything is possible
