well either its coolant w/ or w/out that block sealer or they drove over some deep water and thats left over dirt.....touch it and see what it feels like if its gritty its dirt if it wont come out its additive, if it flakes off just coolant...i have seen many cars like this come in the shop, my biggest fear is that they didnt mix up green coolant with extended life such as dexcool.
