If you had the car in neutral and the wheels were dragging, it is probably the parking brake is seized up (rear brakes). For the engine not turning over, you will need to tell us more. Is the starter trying to turn it over, but can't? Can you put a socket on the front engine pulley and turn the engine over by hand (remember to put transmission in neutral)?
The engine could be seized ue to carbon buildup, but there are some methods for working it free. However, it seems like you may have more than one thing going on here. We will need more info to figure it out, though.

No the wheels will turn if in neutrel it was in gear.Ill have to try turning the engine by hand but yeah you can hear the starter engage but wont turn the engine
Sounds like it is carbon locked. The one I just bought was the same way. Do a search on carbon locked on this forum and it will tell you what to do. I used MMO on mine and it worked.
