That beeping comes from the power steering computer. 5 beeps indicates that the sensor that tells the computer when your wheel is being turned has been misaligned.

If your steering has been depowered, you can unplug the computer and the beep will go away. It is the little silver box beside the steering column, you have to look under the dash to see it. Luckily you do not have to remove the dash, but you will have to stick your head under there. If you are looking at the steering wheel from the drivers seat, it is to the left of the column. There are two 10mm nuts holding it in if you want to remove it entirely. If you just want to unplug it, it has one long white connector.

Here is how it works. When you remove the steering wheel and hub, there is a little ring on the column with two raised nibs. These nibs locate into two appropriately sized cavities on the back of the hub (or stock steering wheel). The ring must be aligned so that the little arrow on the left hand side aligns with the little arrow on the ring. This way, the nibs locate into the holes on the hub and turn the ring when the wheel is turned. Then, the sensor detects the rotation of the wheel and the power steering system functions as normal (I believe that at idle, this also kicks up the idle when the wheel is turned to prevent bogging down). This also controls the turn signal cancelling feature, as it detects when your wheel is returning to the home position after a turn.

Sometimes, people don't align the ring properly, and when they torque the hub down they crush the ring. In my case, the ring is fine but the sensor it controls failed of its own accord. I still have turn signal cancel.

To fix this, you can try removing the wheel and realigning the ring. If that doesn't work, you need a new sensor.

Otherwise, you can unplug the white connector which means you lose power steering.

The fix I did was to open the little box and desolder the beeper, that way I retain the power at idle and I don't live with that nightmarish beeping. It doesn't kick up the idle, so it lugs when I turn the wheel, but that function never worked in my car anyways so I don't miss it.
