300-400hp possible ?
Is it possible to have a 13B REW, that can run 300hp on a low boost setting then winding it up with an electronic boost controller to put out 400hp approximately. is this possible with a turbo with a small and responsive AR of 55-70 (correct me if I'm wrong )

If you are talking turbine side AR, that turbo is WAY too small. That's something which would be installed on a small 4 cylinder piston engine. On a 13B, street A/Rs are typically .90 and above, T4.
Sounds like the turbo for your application is the GT35R with the 1.06 T3 turbine side.
Very common turbo for your power level. Puts out about 400HP at 16 - 18 PSI, about 300HP is easy around 10 PSI.
