1983 RX7 will not pass smog

1983 RX7 will not pass smog
My RX7 wont pass smog due to the hydrocarbon levels, and because of the Ignition Timing, it also needs a OEM Gas Cap for the Fuel Cap
At this point, anything could help, thank you!
