I would start with having the battery tested at a local shop. While you're at it, might as well take the alternator with you to be tested as well. Then check your fuses and fusible links. Are any lights coming on? Is there a clicking noise next to the battery when you try to start it? Does it turn over at all? What is the history with the car? Did it sit for a while? Any new components - radios, battery, ect?

either the starter is being resisted, or the battery cables have an excess resistance.
what you want to do is voltage drop test your batt cable. check and clean your engine to chassis ground and the chassis to battery ground

the resistance in battery cables is usually a result of corrosion. either at the connection(s) or in the cable itself. if you see any white fluffy powder around the insulation of the cable, usually if you peel that insulation back, you'll find a whole lot more. that white fluff creates quite a load on the circuit, and can prevent the necessary current to flow to the starter.

or if you were talking about the resistance to the starter, you could try removing the auxilliary belt(s) and cranking

Definitely check where the wires from the battery connect to the chassis for ground and the connections on the starter. They will corrode and lose conductivity. You'd be surprised how much trouble poor battery connections can cause. It also never hurts to add an additional beefy ground cable to the chassis, which I did. It fixed a few problems including slow starting and my radio cutting out due to low voltage.

don't listen to your friend. a poor ground could have easily caused an inadequate charge. the available voltage is only its state of charge. it's not near enough to condemn the battery

The main battery ground is on the lower passenger side of the engine on the rear iron on the bolt that connects up the starter.
